Why can't I make rice?

Seriously, how do you cook good rice without a rice cooker? I cook according to the instructions and it's mushy on the outside and crunchy on the inside. Blegh! I have no space for a rice cooker, so I'm stuck with the ol' pot with boiling water. I need good rice for my version of Chipolte Grill's burrito (I love cilantro) and I really need good leftovers for fried rice a la wok.
